It just tweaks the settings of the Calendar app allowing you to choose the time yourself on a per-minute basis instead of the default 5-minutes one.
It doesn’t do much but still, that won’t be a problem if it costs you nothing as Every Last Minute is available in Cydia’s BigBoss repo for free. Though note that you will need to respring your device after installation so if you have a tethered jailbreak, then better keep away from it.
